Whats the "handlebar" on the hood for?

no, its a tie down area for when the windshield is down. you notice there is a footman loop in the center of the windshield frame. you would run a strap and tie the two together.

Does anybody know if the JK comes with a strap that is used to strap-down the windshield? Mine did not come with one unless it is hidden somewhere. (I have a hard top...no soft top, I don't know if that makes a difference in whether a strap is provided..)

Doesn't come with one. Only comes with the two straps for securing the soft top when folded down. When I had my windshield down I just used a small strap with velcro, worked like a charm.
