Your original post was in an old thread from 2009, and while there is nothing wrong with that, it was much less likely that people would see it and take the time to read/respond, so I moved your post to it's own new thread. I am not familiar with this bumper, but I did notice on Quadratec's listing that it noted this -
There may be some other options out there for 6" lights. For those PIAA lights specifically, it looks like they have a big wiring loom to go to the battery with a switch to trigger them. I'd bet you could splice in the factory fog wiring into that so you could trigger them off the switch on the stalk in the jeep.

We have a decent group of members that are around on a regular basis as support. There is nothing wrong with posting in an old thread, but sometimes we'll move something if we think it's beneficial to the OP getting some help.
I think even the cheapest non-optioned JK came with fogs in the bumper. The downside of where I think your train of thought is going is that most aftermarket lights, specifically LEDs, aren't going to play nice with the CANbus and will flash if you try to use that wiring so you can control them from the stalk.
If you use a relay and only use the "power wire" from the stock driving lights as a signal wire, it would be fine. I added LED reverse lights to my hitch receiver using the reverse light "power" in the right taillight as the signal and tapping into the aux plug in back for the 12v power.
