I would be careful when re-wiring the fog lamps directly to the high beams. The damn things are controlled by the canbus...

If you have an SVG viewer installed you can see the whole diagram at:

I agree 100% with johnnyd this new stuff (for lack of better terms) monitors every thing we tryed to use a bosh relay to do just what your trying to do, used high beam wire to activate the relay that then applied power to the fogs. Got codes the thing seen to much load on the hiigh beam lead. at that point it's over. I am sure that someone out there has a way but at what expense a new ecm is $$$$

Is this legal where you are? It's not legal in New York State. Here, fogs have to work with the low beams and go off when the high beams come on. May want to check on that before you spend a lot of time and effort.

I asked this exact same question several years ago about my Grand; I got a bunch of answers and most of them led to one thing... It's much easier (and not too expensive) to just add some offroad lights to the front grill/bumper area. I know this probably isn't what you wanted to hear but it's the conclusion that I came to. That being said... I don't know about our Wranglers with the CanBus but you should be able to wire the fogs to an aftermarket toggle switch with a relay/fuse. Any thoughts guys?

You could do it safely using two relays... The first relay when energized by the fog lamp circuit passes current from an alternate source (battery). With that relay energized, if you hit the high beam the relay drops out. A second relay would be energized by the high beam circuit, passing current from the same alternate source. This method would never back feed the fog circuit to the Body Control Module.
The obvious drawback here is the fogs will be auto on when the high beam circuit is energized.
