Ok. Serious suggestion.

If you can get your hands on a long enough piece of the same thick rubber as big truck mudflaps....maybe a truck bed mat...
You could attach it with small bolts or rivets to the underside of the fenders, and trim to the width of your tires.
It would be stiff enough, won't crack or warp, and would keep you out of trouble until you can have wider steel ones made.

My suggestion would be to get some stock wheels and tires from the for sale section (they should fit under your flares), put them on to show that your remedied the violation, then put your wheels back on. Save the stock wheels and tires for your next "fix it" ticket.
My thoughts.

Fenders are mandated to be as wide as the tire tread in almost every state for a good reason. Before I go any further though, I will say your Jeep looks badass. That compliment aside, imagine yourself in someone else's shoes. That someone who gets a rock flung into their windshield at 75MPH as you drive by going the other way. So, that means 75MPHx2. Get the picture? We have two rock quarries close by. Dump trucks are sometimes flinging rocks off their tires and hitting other vehicles on the road. How would you feel if it happened to you? That's the kinda thing that can cause accidents.

Try taking the narrow ones (should you still have them) to a metal shop and see if they can fab extensions or covers that extend of the entire tire. You could probably get it done cheap and then spray it bedliner or something.

If fenders will stop a 10.00 20 from slingin rocks, they'll stop a 37.
