paint
this is your best bet .. go to any auto part store and buy some ceramic exhaust/muffler/header paint (rattle can) sand the rust off wipe it clean then use either deglosser or the cheap way achohol put 2 coats on with in 20 min first coat will dry quick, follow the directions for tempering the paint use the oven to heat treat it
the thing is you only have a few choices of colors after they cure and before you install them throw a coat of wax on... the good thing about the deglosser is it will help the paint bond with each other let us know how it turns out "pictures are good"

Just get a rattle can of Rustoleum. Clean them up good with some mineral spirits, scratch them with sand paper (320 or 400) and spray them. It will look perfectly fine and last a long time. Plus it's cheap enough you can always do touch up later by just squirting and spots that start to look bad.
I would highly recommend Krylon or Rustoleum in a rattle can... sand any rust off first, apply some flat primer, spray a few even coats with the color of your choice, and then (optionally) hit them with a few coats of triple gloss.
I sprayed my vent rings about 2 years ago, and the triple gloss has been awesome - it dries really hard, and is doing a great job resisting cracking/scratching, etc.
