I'm familiar with the area. Traffic is hell in about every big city these days. Short trips reduce the MPG a lot too, then add traffic to make about the worst MPG situation.

Not warming up the engine before driving, medium/slow acceleration, coasting rather than braking when possible, and minimizing the idling are some of the old-fashioned techniques that work.
