What is the difference between these:

Do I need shocks? Why is the Teraflex more pricey than the SkyJacker? Are those ^^^ the right leveling kits I need to be looking at? What spacers do I need for my wheels/tires?
More Detailed- All I am wanting to do for now is level out my Jeep. I am going to keep my stock wheels and tires for now. My budget for the leveling kit is no more than $400-450 (not including spacers if I need them) I am also wanting to order the leveling kit and spacers (if needed) from quadratec.com -I have a 2013 Jeep Wrangler Unlimited Sport (4-door), Black

Generally a budget boost isn't called a leveling kit. A leveling kit just raises the rear. A budget boost raises the front and rear, with the rear a little higher to level out the Jeep. You would want a budget boost to fit larger tires. For OEM tires, a leveling kit is all you really need.
As for shocks, when you lift the Jeep they are too short. You can buy extensions, which limit travel but use existing shocks (usually OEM). You can get longer shocks from the lift manufacturer, or you can opt for some third-party shocks (Bilsteins are quite popular, though not my choice).
Wheel spacers push your tires and wheels out slightly. You don't need them for stock wheels and tires, but they really improve the look of the vehicle. If you put oversized tires on wheels with too much backspacing (4.5" or so), then you need wheel spacers (and the lift) to keep the tire from rubbing.

Well... My budget is low/simple I guess you'd say. I've found a Teraflex 2.5" for like $350 so I don't think I want to spend way over that for a leveling kit and the tires and rims well y'all know the price of those ha. I have pictures I like of other peoples jeeps, but I can't tell what they've done to them. I think I've put too much thought into it and now I've confused myself haha.
two things matter...
Budget and what is your Jeep for?
if your just going on light trails/dirt roads etc. that changes what people tell you what to look at.
if I were you I would try to find a local Jeep club, and if your lucky, find a decent local 4x4 shop.
i was lucky, I found great local clubs, plus a local company that's been around since the mid 80's and the owner is super helpful and actually honest too!

So; if you run stock wheels w/35" rubber, then yes you will need wheel spacers & yes it will drop yur MPG about 4-5 mi. But hey lookin cool has to cost sumpin right? you may want to check the build sheet & see what the gearing is=3.21 be slow, 3.73 not so..with the taller rubber you may (someday) want to re-gear....and the list goes on. But that's the fun in Jeepin' ;-) BTW if you check you tube & search teraflex they have a series on how to choose wheel/tire, lifts, etc.
