swing away for stock bumper?

But seriously, is that a twist bar to secure the spare? If so, is that an option and does it come alternately with lug securing?
Looking to get one of these because right now I have a Rampage rear bumper and they don't make it with a swingaway carrier. I really like the look of the bumper though and I think the Or-Fab is a good solution, but I want the spare secured by my keyed lugs.
