Has anyone used a Dremel to cut out the holes? I just got one, and it seems like a good way to do it, but I dont know if its the best way to do it. Any suggestions would be great! Thanks!

That's how I cut my holes, very easy. Make sure to wear eye protection, I has a wheel break while cutting, it also throws a lot of plastic dust. Good Luck.

Should that be done with the extension arm thing so the dust doesnt get all over and in the Dremel? Does it end up making smooth enough cuts?

you're not supposed to take the plastic cover off the bumper to do this.....take the entire assembly off the jeep in one piece, then remove the metal inner bumper, add the tow hooks, re-assemble metal inner bumper, then re-attach entire assembly back onto the jeep.
