It might not be a recall. My experience in BMW land is there are Recalls (which are publicly known, on the news, big ordeal) and there are "service actions". Service actions are performed on any car they deem necessary, they know there is a problem, however they don't want to announce it like a recall. They just fix it as it comes in.

It sounds a TSB, not a recall. A recall is normally based on safety issues (airbag, stuck accelerator, brake issue, etc). They will only replace a part described in the Technical Service Bulletin if it fails.

I agree, this is highly doubtful to be a recall but simply a TSB. Until theres a recall or tsb issued, as far as I'm concerned, this is crying wolf.

Technical Service Bulletins are published to aid the technician in troubleshooting a problem the owner brought the Jeep in for. They have nothing to do with free work.
For example, if your JK pops out of 2nd gear, the tech will see if there is a TSB for that before he wastes any time troubleshooting. If there is a TSB for that, he will read it an proceed in that direction first.
At the end of each TSB, it will state something like this: "Reimbursable within the provisions of the warranty."
They won't perform a TSB unless you are having a problem that has a related TSB. Otherwise, there is no need for it.

Recalls are for more serious defects. They are fixed for free.
