Living in Edmonton, suffering poorer fuel mileage in the winter should be an expected norm. Fuel quality goes down with more butane, your intake gulps denser air which needs additional fuel to burn efficiently, and warm up cycles are going to be longer. So you probably don't need to look a lot further than seasonal changes, looking back at what the temperatures were 3 months ago with your basis for comparison.
Additionally, what were you using to calculate your mileage? The on board computer isn't accurate without a programmer and it's certainly not accurate with it.
Lastly, I don't waste my money buying higher octane fuels in winter. I'm not going to be stomping the throttle as much on snow and ice, I'm burning excess fuel with longer warm ups and winter fuel simply sucks.

It is an observation of actual mileage per tank on the tripmeter not the lie-o-meter compared to last year when we had a brutally cold winter. The KMs per tank have dropped from around 430 to 380 with very few warm up cycles due to our abnormal warm temps so far this year. We are hovering just around freezing or slightly above so there has been no need for the 15min warm ups that we would normally be needing. The whole reason for purchasing the tuner was to try and increase overall mileage.
I think I will go back to 87 octane and try the Mileage XS tune. The CAI and Magnaflow will help some once installed, too.
Not to be rude, but I am a 40yr old guy who has worked in the automotive aftermarket for 20yrs (performance for 9, offroad for the last 11), so I am fully aware of what you are saying.

I do the same on my Dodge Ram, giving up some performance which is about as tough as burlap underwear. Definitely not the same on either as running the higher octane tunes and I don't want to piss away the cash when I have longer intervals to reach operating temperatures. I can't really say I have noticed any abnormal degradation in economy on the higher octane tunes, as my experience has always been more octane, better efficiency. Now the cost/value of it is debatable so I have just resigned myself to running the higher octanes in the summer when the performance buys me something as opposed to cutting loose the tires quicker on the ice and snow.

I guess I was just hoping for better results after all the great reviews I have read on this forum. I will give it some more time to "show me the money" so to speak, now that I did a custom Magnaflow muffler install yesterday and am hoping to do the CAI either tonight or this weekend. I'll report back if those help any. In addition, I am suspecting that part of the issue could be the cheap ass Fram air filter I put in at the same time as the tuner.
